Subject. This article discusses the problem of people's trust in authorities in the regions of Russia.
Objectives. The article aims to analyze regional legal acts regulating the cooperation of authorities and the population.
Methods. For the study, we used the methods of mathematical analysis.
Results. The article proposes a methodology for evaluating a strategic planning document, which involves the selection of signals of setting, comparing, computing, actuating or measuring devices. It represents the reconstruction of a single control loop of the selected object, as well as additional control objects and feedback loops.
Conclusions. The implementation of formalized management models in the process of developing programmes for the strategic development of regions will improve the effectiveness of purposeful activities.
