Subject. This article discusses the problem of uneven development of regions.
Objectives. The article aims to analyze the methods of smoothing spatial polarization and develop an algorithm for assessing the balance of regional development.
Methods. For the study, we used a comparative analysis, and the tabular and graphic visualization techniques.
Results. The article finds that the processes of polarization are due to socio-economic inequality, and it presents an original methodology for assessing the balance of spatial development, developed on the basis of the cluster approach.
Conclusions. At the State level, it is necessary to approve a unified methodology for assessing the balance of Russia's spatial development. When developing programmes for the development of regions, it is necessary to be guided by the concept of leveling spatial imbalances.
