Subject. This article discusses the issues of the effectiveness of management of the processes of socio-economic development of the region and the development of the strategic planning system. Objectives. The article aims to develop an approach to strategic planning of the development of the region based on the identification of growth areas and substantiate the methodology for modeling the spatiotemporal dependencies of development indicators in the form of graphs of two levels. Methods. For the study, we used the methods of economic and mathematical modeling, and dynamic space-time analysis. Results. The article finds that at the present stage, the approach based on the identification and use of the potential of the leading industries or types of economic activity, enterprises as growth areas that contribute to the development of the economy and social sphere of the municipality, seems to be rather promising. Conclusions. The article comes to the conclusion that at the present stage, it is necessary to build an integrated interaction of growth areas, predict long-term prospects for their development, and determine the possibility of combining them into clusters or growth poles. The effectiveness of this approach is ensured through the use of methods of economic and mathematical modeling developed on the basis of graph theory.
